Delaware Project LAUNCH serves children and families in the City of Wilmington in New Castle County, specifically those living in the ZIP codes for Warner Elementary School and Evan G. Shortlidge Academy (19802, 19805, and 19806). This community of focus is an impoverished area with higher rates of crime and violence, physical and mental health issues, unemployment, and other related problems and risk factors.

Project LAUNCH Grantees
Through Project LAUNCH, Pohnpei State in the Federated States of Micronesia (FSM) will enhance the existing health, behavioral health, and social service systems for young children from birth to 8 years of age and their families. The mission of the FSM–Pohnpei Project LAUNCH is to strengthen the collaborative system that supports early child wellness and implement culturally competent promotion and prevention strategies through (1) young child wellness collaboration; (2) screening, referral, and assessment; (3) family engagement and strengthening; (4) staff/workforce development; and (5) public awareness.
Through the Georgia Department of Public Health in partnership with the Georgia Department of Behavioral Health and Developmental Disabilities, Georgia Project LAUNCH works to ensure the social, emotional, and behavioral health of children from birth to age 8 and promote safe and supportive families. The pilot community located in Muscogee County (Columbus, Georgia) was identified as one of the top 25 “at-risk” counties in Georgia. Project LAUNCH Georgia seeks to provide increased access to screening, assessment, and referrals to appropriate services to meet the county’s social and emotional needs and to promote success in school and life.
Guam Project LAUNCH is part of Guam’s Early Childhood Comprehensive System (ECCS), Project Tinituhon. The ECCS is supported by the Guam Early Learning Council (GELC), making the initiative a cross-agency collaborative that provides leadership to build and integrate systems; improve the coordination and alignment of programs/services and workforce development; leverage resources; and collect, share, and use data.
The Passamaquoddy Tribe is located in two communities in the northeastern, coastal corner of Maine: Indian Township and Pleasant Point. The Passamaquoddy Tribe is committed to improving services and infrastructure for all tribal entities serving high-risk young children from birth to 8 years of age and their families.
The Kickapoo Tribe in Kansas (KTK) is located in Brown County, the most northeast corner of Kansas. Kickapoo Project LAUNCH works to build more prevention-focused and comprehensive systems of support for children from birth to 8 years of age and their families.
Montana Project LAUNCH serves pregnant women, children from birth through age 8, and their families and caregivers in Gallatin and Park Counties in Montana. Gallatin County has the third largest population in the state, while the adjacent Park County has a population of 15,567 residents and is considered “frontier” because of its low population density. Montana Project LAUNCH is in the process of evaluating how mental health infrastructure development can best be accomplished in urban and frontier settings in the state.
In partnership with Allegheny Country, Pennsylvania Project LAUNCH promotes the wellness of young children from birth to 8 years of age by focusing on addressing the physical, social, emotional, cognitive, and behavioral aspects of their development in a comprehensive, integrated manner. Allegheny County is Pennsylvania’s second largest county; more than 95% of the county is urban, with more than 20% of children ages 0 to 5 living at or below the federal poverty level.
Puerto Rico Project LAUNCH will be implemented in three municipalities—the islands of Culebra, Vieques, and Fajardo—through the Department of Health’s Northeast Region. Puerto Rico Project LAUNCH supports collaborative efforts and the integration of multiple components of a model system of care and prevention strategies for children 0–8 years of age and their families.
West Virginia Project LAUNCH serves children from birth to 8 years of age and their families located on the West Side of Charleston. The West Side neighborhood of Charleston was specifically chosen because of its history of poor mental health outcomes and at-risk populations.
